split screen in sierra

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2897.0 Safari/537.36

Steps to reproduce the problem:
chrome dev, in Mac Sierra, stop allowing for full desktop windows to split screen with another apps window on the other half.
1.  open a chrome windows
2. change it to full desktop
3. zoom out and try to drag another window to split the screen with the one that has chrome

What is the expected behavior?
for the display to split and get two apps side by side

What went wrong?
while other apps work fine, if one of the windows is chrome, it wont work

Did this work before? N/A

Unable to reproduce this issue, on Mac Sierra 10.12.1 with the chrome dev version 56.0.2897.0.

These are the steps i followed

1. Opened two apps chrome and text edit
2. Maximized and then minimized the chrome browser.
3. Make sure chrome app is top on desktop
4. Click and hold the green button, drag the window to the side you want, then release the button.
4. Now on other side text edit app will displayed, click on it.
5. Now we will see both apps sharing the screen.

Please look into the attached screen-cast and let us know whether i executed the scenario correctly.

this split is different from the one i'm trying to do.
I am trying to pick two existing full desktop chrome windows and split the screen with those two.

used to work fine.
i'll try to screenrecord to show it
