PG Revert loads stale view of the issue, confusing users

Repro:
 1. Find landed CL.
 2. Revert it
 3. Wait for your browser to load a page with the new CL
 4. Wonder why there is no send to CQ button.
 5. Click CQ dry run anyway, get unexpected error that new CL is not opened.
 5. Refresh the page
 6. See that the new CL has either landed.

This is a user experience cleanup, and not truly a blocker. Given that the blocking bug has already been re-triaged to Afterglow, moving this one to match.
