Making changes to images or CSS not visible until the cache is cleared via Chrome setings

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. Get a website you are developing and change an image or CSS
2. look at the page in a browser and nothing will have changed
3. Only way to see the changes it to go into the settings and clear cache in browser history

What is the expected behavior?
Once an image or CSS has been changed refreshing the browser or doing a CTRL F5 should clear the page cache and see the changes

What went wrong?
Upgraded to the stable version of Chrome

Did this work before? Yes Previous stable version to 54.0.2840.71 (64-bit)

Status: Fixed (was: Assigned)
This should be fixed now with a patch that landed a couple weeks ago. If you try on canary or beta it should be fixed.

If you have issues please let me know and I'll reopen.
