Regression: Unable to scroll the webpage using middle mouse scroll.

Issue description

Chrome Version: 56.0.2902.0 (Official Build)22203b32bdae9236d23cc89e70772721315f2d1f-refs/heads/master@{#427892} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).
Precondition: Enable 'Experimental Web Platform features' flag from chrome://flags.

Steps: 
1. Launch chrome and navigate to http://www.motherszone.com/diwali-decoration-ideas/
2. Try to scroll down the page using middle mouse scroll and observe.

Actual: Unable to scroll the webpage using middle mouse scroll.

Expected: Should be able to scroll the page using middle mouse scroll.

Manual Regression Range:
Good build:47.0.2495.0
Bad build:47.0.2496.0

This is regression issue, broken in 'M 47' and below is narrow bisect:

I can scroll through this page -- both by mouse wheel, and middle click. I'm on 54.

I would be surprised if this cl impacted scrolling.  Unless the page is using a backdrop filter and, you've turned on experimental features, that cl is a no-op.

@lpanse: Did you also bisect on the blink cl?  If not, I suggest you do so.

I no longer work on chrome.  +senorblanco, just in case it does end up being the backdrop filter change (unlikely)

Unable to reproduce the issue on Windows 7, Mac 10.11.4 with chrome latest Canary version-56.0.2922.0 & Mac-56.0.2923.0 using steps mentioned in Comment#0.

Able to scroll the page successfully with middle mouse scroll.

Please find the attached screen cast for reference.

Re-checked the issue on latest canary 57.0.2926.0, issue is not reproducible.
