Issue descriptionChrome Version: 56.0.2902.0 (Official Build)22203b32bdae9236d23cc89e70772721315f2d1f-refs/heads/master@{#427892} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4). Steps: 1) Launch chrome, open NTP, in bookmarks bar create a new folder. 2) Inside the new folder add another folder with long name. 3) Click on the folder on bookmark bar and mouse hover on the folder inside it. Actual: No tooltip is seen for added folder on mouse hover. Expected: Tooltip should be seen for folder with long name on mouse hover. This is a Non-Regression issue seen from M-30.

Able to reproduce this issue on windows 10,Ubuntu 14.04 using chrome stable M54-54.0.2840.71 and earlier version of chrome M30-30.0.1549.0. This is a non-regression issue and marking it as untriaged. Unable to reproduce this issue on Mac 10.11.6 with same chrome version Please look into the attached screencast. Thank You...
