"org.chromium.chrome.browser.media.ui.MediaPermissionsTest#testMicrophonePersistenceOff" is flaky.

In these runs, there have been other flaky tests too, and these failed together with testMicrophonePersistenceOff:
org.chromium.chrome.browser.media.ui.MediaPermissionsTest_testCameraMediaPermissionsPlumbing
org.chromium.chrome.browser.PopupTest_testPopupWindowsAppearWhenAllowed

The oldest failure was at commit cbb7c094a8930521ebb30c0e6f03554d603b10aa and I can't see anything obviously suspicious before that, so disabling this flaky test. Because other tests are also failing, the problem will likely resurface with other tests, but let's see.

Looks like this was caused by (the unrelated) crrev.com/2362033002, which has been reverted.

I will reenable this test shortly.
