Paweł and I discussed this today and we're forming a plan around scheduling this but it won't be for at least another month when we're putting together Q3 OKRs.

Given that, I'm making this pri-2 for now.

This bug is part of go/cit-pm-16. Erik, will there be further action taken on this? 

We talked about this recently in the context of not exhausting swarming resources for test but perhaps doing at the recipe level is also still relevant to avoid exhausting builder machine capacity.
