Regression : 'Open' Tool tip is seen Missing for open Icon in chrome://history

Version: 55.0.2883.28/8872.25.0 dev channel Quawks,Daisy,Peppy and Gnawty
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now Go to chrome://history page 
(2)Hover mouse at open Icon Beside 'Clear browsing data' and observe for Tool tip(Please refer Screenshot)

Expected: 'Open' Tool tip should be seen for open Icon in chrome://history
Actual: Instead Tool tip is seen Missing 

Note:
1.Same Issue is seen in Chrome://md-settings page
2.Issue is seen on Linux OS also

This is Regression Issue broken in M-55

Manual good and Bad Builds:

While performing tool bisect observed few builds have the new clear browser history icon and few doesn't have, so unable to get both good and bad builds. Hence providing manual change log below as per omahaproxy.

User can open the clear browsing data tab by clicking anywhere in the overall |'Clear browsing data' text + open icon| section, so I'm not sure if we should add a tool tip for the single open icon.

I agree that a tooltip is not necessary here. There's no need for any label other than "Clear Browsing Data".
