OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/autofill page.
2. Click on 'Add address' link to open it's overlay and restore down the browser.
3. Resize the browser from bottom to it's top and observe the 'Name' field on 'Add address' overlay.

'Name' field get hide on resizing the browser.
'Name' field should not hide on resizing the browser.

This is a regression issue, broken in M-54 series, below is manual regression range.

Good build: 54.0.2810.2
Bad build: 54.0.2811.0
