Label shifting when copies/scaling field error message appears

Issue descriptionChrome Version:56.0.2902.0 (Official Build) 22203b32bdae9236d23cc89e70772721315f2d1f-refs/heads/master@{#427892} OS:Windows (7,8,10) Pre-condition:Enable Print Scaling flag from chrome://flags What steps will reproduce the problem? 1. Launch chrome, Open NTP and press 'Ctrl+P' 2. Click on 'More Settings' and clear scale field,observe. Actual:Unnecessary input field of scale is shifted upward after step 2. Expected: Input text field should not get shifted after step 2. This is non- regression issue,this is new feature introduce in 'M 56'(56.0.2902.0) Note: Will soon update the Mac and Linux OS info. @rbpotter: Please take a look.

Took a look at this and from what I can tell the label, not the input field, is shifting. This is the same behavior that can be seen in the copies field in Chrome 54 and earlier (enter -1 copies for example), as well as in Canary where copies is modified to have the +/- buttons removed. Since scaling was designed to look like copies it makes sense that this behavior was retained. Why is this an issue for scaling if it is not an issue for copies? Or do we want to change this so that the label does not shift for either field?
