Can't drag and drop bookmarks anymore

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. Make folder on bookmark bar
2. Drag a bookmark from Other Bookmarks
3. Drop bookmark in a folder on the bookmark bar

What is the expected behavior?
The behavior is that the bookmark being dragged will drop in the folder the cursor is on.

What went wrong?
Dragging a bookmark and placing it in a folder does not drop it into it like it is supposed to do and instead just pauses the process like the bookmark is being dropped but it work as intended.

Did this work before? Yes 54.0.2840.59

Chrome version: 54.0.2840.71  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Looks like the problem doesn't exist in Canary Version 56.0.2901.0 canary

Tested on windows 10 using chrome using latest stable M55 #55.0.2883.87 and reported version #54.0.2840.71 and issue is not seen.

Attached screencast for reference.

@logan.hager93-- Could you please check in the latest stable and write us your observations and let us know , if we had missed out anything.
