Bookmark Manager's popup window is sometimes cutoff

Chrome Version       : Latest Stable (sorry for not specific, but it's not a recent regression. see below)
OS version           : Sierra (sorry for not specific)


What steps will reproduce the problem?
(1) Install the Bookmark Manager from Chrome Web Store [1]
(2) Click on the star icon next to the URL bar

What is the expected result?

A popup window shows up properly

What happens instead?

A popup window is sometimes cut off as shown in the attachment

This is hard to reproduce, but I've seen this time to time in the past months. Today I was able to capture the screenshot so I'm finally filing a bug.

I'm using the extension on Linux and Chrome OS as well, and this only happens on Mac.

Sorry for the non-pixel perfect screenshot. I have the original at home if needed. To myself: drag-and-drop an image to Gmail draft isn't a good way to save a screenshot.

It's possible that changing this bubble to a views::Widget on Mac will make this problem go away (or keep it an add a bunch more).
