Changing a Chrome profile name does not change name appeared after hovering over the Chrome profile icon on the taskbar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. Create a new Chrome profile named "X".
2. Pin the new profile to the taskbar.
3. Go into Chrome settings and change the profile name to "Y".
4. Close Chrome and hover over the Chrome profile icon on the taskbar.

What is the expected behavior?
When hovering over the closed Chrome profile icon on the taskbar, the message says "Y - Chrome" since it was changed.

What went wrong?
Instead it still displays the old "X - Chrome" when hovering over the Chrome profile icon on the taskbar, even though it was changed to Y, in steps 3 and 4.

Did this work before? N/A 

Chrome version: 54.0.2840.71  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0
 
Can someone from the Chromium team please look into this issue? I just retested with the latest version of Chrome stable (54.0.2840.99) and the issue can still be reproduced. Thanks!

Tested on windows 10 using chrome latest stable M55 #55.0.2883.87 and issue is reproduced.

Issue is seen from M35 and it is a non-regression issue.

Marking it as untraiged.
Issue is still reproducible on latest stable 63.0.3239.132.
