Issue descriptionVersion: 56.0.2901.0 canary (64-bit) OS: Windows 10 What steps will reproduce the problem? (1) Visit http://sea.247sports.com/Bolt/Fan-dies-after-falling-from-Sports-Authority-Field-48503543 (2) Navigate around the site a bit, clicking on links and generally engaging with the site. (3) Visit chrome://site-engagement What is the expected output? sea.247sports.com appears with some score > 0 What do you see instead? sea.247sports.com is not listed. I can't reproduce this on 56.0.2902.0 (Linux). Visiting that site and clicking around ends up with the site appearing in chrome://site-engagement. There was a little delay in the site coming up, but it was there. There's nothing that should be particularly different between Win and Linux here, and nothing relevant has landed in the diff. Can you confirm this behaviour?
