Gifs and Videos artifacted or pixelated on M54

Issue description

Version: 54.0.2840.71 m
OS: Windows
Windows NT: 10.0.14393 <Majority>
Windows NT: 10.0.10586	
Windows NT:  6.1.7601 SP1
Windows NT: 10.0.14931
Windows NT:  6.1.7600

What steps will reproduce the problem?
(1) Visit Youtube.com
(2) Play a video

What is the expected output?
Video should play without pixelation

What do you see instead?
Please see attached screenshots

Affected sites ?
Facebook, Twitch, Youtube, twitter, AOL

Almost every video appears pixelated for the first 5-10 seconds.
In case of Gif after first run everything becomes normal.

Other things users have tried
This issue is only happening on Chrome. Microsoft Edge plays videos fine.
User installed new drivers for my GPU, and unplugged my display port cords and plugged them back in. I've uninstalled and reinstalled Chrome 3 times and none of these things have solved my problem.

Meanwhile, I am looping to gpu experts in our team.
Working with users on forum to get chrome://gpu details.

I have the same thing happening, but I think it's due to the latest nVidia drivers as I haven't had this issue before Civ 6 coming out with the drivers that came out just after the game.
Another user feedback
Running Chrome in Compatibility mode for Windows 8 seemed to fix the problem, also disabling hardware acceleration worked
Unable to reproduce the issue on win10 chrome version 54.0.2840.71 on navigating to different websites Facebook, Twitch, Youtube, twitter, AOL etc - Videos played fine without any pixelation

(Driver info : NVIDIA 10.18.13.5887)

This issue began for me between Chrome 53.0.2785.143 and 54.0.2840.71, with an old NVIDIA driver.

Upgrading or downgrading my NVIDIA driver does not solve the problem.

For quick reference:

Dan, It would be great if you could prioritize this issue. We are planning a Stable RC cut on Sunday.(09/30)

I had a quick chat with jbauman@; the situation is that the known issues with NV12 and zero copy DXGI should not be affecting M54, which just leaves VP9 hardware decode. We should blacklist that for the next stable cut.
Though I just realized this is reported on twitch and facebook as well, and they don't use VP9. So maybe you're right that the patches to disable zero copy dxgi video weren't merged to M54.
Thanks for the updates.

FYI: We're looking to have a STABLE Refresh in Monday(10/31) and RC cut @ 4.00 PM PST Sunday(10/30) please try to have this bug fixed ASAP.
