Update developer docs on themes |

Issue descriptionIt looks like chrome/common/extensions/docs/templates/articles/themes.html contains the docs published externally in https://developer.chrome.com/extensions/themes . These docs are out of date. For example, they refer to various identifiers that no longer exist, or at least not in the particular source files cited. They could also be more descriptive, but it's the inaccuracies that most need fixing.

I'm working on this. I'm going to just rewrite the page to be much more descriptive. Right now even if it were accurate it'd be useless both as a guide to actually create a theme and as a reference for the various properties one can specify.
