Attempt to close Amazon tab while loading results in multi-second delay

Issue description

Looks like it's trying to load an image in the background.

I'm able to reproduce this 100% of the time:

rohitrao@ is able to reproduce it somewhat -- he can close the page, but there's still a long delay.

I can't render the bottom of the page, and I can't close the page.  I need see a sad tab either.  

This is on 53.0.2785.143

659742 will deal with the hung renderer dialog. But this cloned issue is for the tab can't be closed from the tab bar.

Clicking the tab close button while the page is marked as loading closes the tab for me, but takes about two seconds to do so.

Re-triaging as a navigation stack issue since the tabstrip UI itself seems to be plumbing the command properly.

Without looking at the page, my first guess would be "some kind of unload handler".

A 2 second delay is expected if the renderer is unresponsive.  (And yes, that's while we wait to get an ack for the beforeunload handler.)

dtapuska@ or rohitrao@: Can you say more about the cases where the tab doesn't close at all?  That would be concerning.  Did you have DevTools open at the time?  I think that disables the timer and the tab never closes.
