The directory based implementation does this, and I think it's reasonable to keep that behavior. This means that that DeviceInfoService needs some mechanism to be aware that sync is stopping. This could be watching for it's provider's data to be cleared, it could be a separate callback, or it could just override ModelTypeServier's DisableSync call.
