Currently the tests are split into subgroups, to make it easier to run tests in smaller sets on the bots.

These should all be part of one target, making it easier for developers to run any tests without changing the target. On infrastructure, we can pass in a subset of the "integration" suite to run.

In the end we should have something like the following...
