window.open with empty string as the first argument closes all browser windows/tabs

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36
Steps to reproduce the problem:
1. Open browser
2. Open Dev Console
3. type window.open('')
4. Press Enter
What is the expected behavior?
A new (empty) window is opened
What went wrong?
All browser tabs/windows are closed.
Did this work before? N/A
Chrome version: 54.0.2840.71 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0
Also reproducible in incognito mode.
Cleared all cache cookies etc.

Confirmed for 54.0.2840.71 on Windows 10
if you do window.open('about:blank') it works

Unable to reproduce the issue on windows-10 and Mac 10.11.6 using chrome stable version 54.0.2840.71 and canary version 56.0.2901.4 with below steps.
1.Opened Chrome browser
2.Opened Dev console
3.Typed window.open('') and pressed enter
observed that a new (empty) window opened.
Please find the attached screencast and let us know if anything missed from our end to reproduce the issue.

Typo in the above observation. As per steps mentioned in comment#4,New tab opened in the browser and no tabs/windows are getting closed.
