Text field border lines disappear on mobile (or in device simulation)

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://usb-internals 
(2) Open dev tools window and click on 'Toggle device toolbar'
(3) Observe the text field on chrome://usb-internals  page.

Actual: Text field on chrome://usb-internals  page is not seen properly.

Expected: Text field on chrome://usb-internals  page should seen properly.

This is a non-regression issue, seen from' M-54'(54.0.2826.0)

Able to repro the issue on mac 10.11.6 chrome version 55.0.2883.28 - Text fields are not displayed.

Summary: Text field border lines disappear on mobile (or in device simulation) (was: Text field on chrome://usb-internals page is not seen properly after opening dev tools window.)
The text fields are displayed. The border lines are just very thin and randomly become invisible. Oddly this doesn't happen when I zoom out. Only when simulating a mobile device with DevTools or on an actual mobile device.

The same thing happens if you visit a page with the single tag:

<input type="text">
