Issue descriptionSee issue 659081 . Here trace_test have been failing, but not the same tests. The cause might be the same, or not, it's not clear. It would be very helpful if these were tracked individually. Possibly related, http://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=trace_test says "Data is missing for builders", some of which are the flaky bots. / Today's Chromium sheriff

Re #5: Yes, I think it means it's not uploading results. Another way to see this is to run this query: https://plx.corp.google.com/script/#a=qo%7Ci=google%253A%253Ascript_3b._008d57_0666_4a19_9cf6_69ddda7b7a1c. I just ran it and it reports 0% for trace_test, which means that it's not uploading any test results to test-server at all.

It's a Telemetry based harness and work is underway to get flakiness dashboard results working for these.
