Regression: Exception added in 'Clear on exit' appears under 'Block' section at chrome://md-settings.

Chrome Version:55.0.2883.28 eec10a413008022b45380e6d0b44a1ac0b2ea414-refs/branch-heads/2883@{#305}
OS: Windows (7,8,10), Linux (14.04 LTS),  Mac(10.10.5, 10.11.4)

Steps:
1. Launch Chrome and navigate to chrome://md-settings/siteSettings/cookies
2. Add site exception under 'Block', then click on iron icon of added exception and select 'Clear on exit'.
3. Now click on Add site exception under 'Clear on exit', add any url and observe.

Actual: Exception added in 'Clear on exit' appears under 'Block' section.

Expected: Exception added in 'Clear on exit' should be seen under it.

This is a regression issue broken in M-53, below is bisect info.

Good build: 53.0.2769.0
Bad build: 53.0.2770.0

Narrow bisect:

Able to reproduce the issue on Windows 7 using chrome latest version 56.0.2905.0.

dschuyler@ Could you please look into this issue.

Issue is still reproduced on Chrome latest Beta M55 #55.0.2883.59 .

@dschuyler-- Could you please look into this.

Note : Issue is fixed on latest chrome dev M56 #56.0.2922.1 and chrome canary M57 #	55.0.2883.59 .

Tested the same on win10 chrome version 56.0.2924.3 and canary 57.0.2935.0

Seems issue got fixed in later versions.

 jshanbal@, Could you please recheck the same on latest versions and update the thread.
