OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/autofill page.
2. Click on 'Add address' link to open it's overlay and restore down the browser.
3. Now resize the browser from bottom to it's top and observe.

On resizing the browser, Unnecessary two scroll bar appears and it's looks weird.
On resizing the browser, Only one scroll bar should appear.

This is a regression issue, broken in M-54 series, below is manual regression range.

Good build: 54.0.2817.0
Bad build: 54.0.2819.0
