importing bookmarks from HTML file will merge folders with the same name in the same parent

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. create couple of bookmarks folders with the same name (must be in the same parent folder)
2. export to HTML (in bookmarks manager)
3. import that HTML file (in bookmarks manager)

What is the expected behavior?
kept folder structure

What went wrong?
folders with the same name are merged into one 

Did this work before? N/A 

Chrome version: 54.0.2840.71  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

this happens only to children folders with the same name
Firefox imports them correctly

I forgot to mention that (obviously) you need to have some bookmarks in those folders with the same name to see merging

Able to reproduce the issue on Windows 10 using chrome reported version #54.0.2840.71 and latest canary #56.0.2902.0

This is a non regression as it is observed from M35, M40, M45 and M50 old builds.

Hence, marking it as untriaged to get more inputs from dev team.

I think merging is done on Sync side.
I was able to repro this with bookmarks sync disabled as well as in a totally signed out state. I don't think the problematic merging in this case is done at the sync level.
