Closed tab reopened when opening a new link

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. Close all your windows and tabs.
2. Open for example http://www.apple.com/ in a new tab.
3. Close the tab with the x button (not with Cmd+W, if the tab is closed with Cmd+W the problem doesn't appear).
4. Leave the Chrome application opened (but without any tab or window opened) and from an other application open a web link, or for example from the terminal "open -a 'Google Chrome' https://www.google.com/".

What is the expected behavior?
A new window with one tab (for https://www.google.com/) should get opened in Chrome.

What went wrong?
A new window gets opened, but with 2 tabs, one opening the URL wanted, and an other one with the tab you just closed.

Did this work before? N/A 

Chrome version: 54.0.2840.71  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 23.0 r0

As written in the steps, if the tab is closed with Cmd+W the closed tab doesn't get reopened.

Unable to reproduce the issue on Windows-7,Mac-10.11.6 and Linux Ubuntu-14.04 using chrome stable version 54.0.2840.71 and Latest canary 56.0.2902.0 with below steps
1.Opened chrome
2.Opened the page http://www.apple.com/ in a new tab
3.Closed the tab with the x button 
4.Navigated to 'Google Chrome' https://www.google.com/" form terminal

Observed that a new window opened with one tab ( https://www.google.com/).
Could you please let us know if anything missed here to reproduce the issue.

Confirmed the issue on a Mac 10.11.6. Note that you need to use the preference "Continue where you left off" to reproduce the issue.
