Timezone problem in Turkey

Issue description
Chrome Version : 54.0.2840.71 m
Other browsers tested:
Firefox:OK, 47.0.1
IE:OK, 11.0.9600.18499
What steps will reproduce the problem?
Create a new Date for "01/01/2016" in JavaScript as "new Date(2016,0,1)"
What is the expected result?
In Turkey, Turkey Standard Time is GMT +0300 and Turkey Daylight Time is GMT+0200. So when I run "new Date(2016,0,1)" in JavaScript I get "Fri Jan 01 2016 00:00:00 GMT+0200 (Turkey Daylight Time)" with other browsers.
What happens instead?
When I run "new Date(2016,0,1)" in JavaScript, Chrome returns "Fri Jan 01 2016 01:00:00 GMT+0400 (Turkey Daylight Time)". Which is impossible because Turkey was never in GMT+0400.
I tested for different dates for when Turkey was in GMT+0200 and but Chrome returns GMT+0400 for every other date.
Please provide any additional information below. Attach a screenshot if
possible.
Turkey decided to stay in GMT +0300 always so as of this year Turkey will not use Daylight Time GMT +0200 and stay in GMT +0300. This issue might be caused by that though I am not sure. I added screenshots of console for chrome and Internet Explorer.
