Regression: Focus ring on Allow/Block button of permission bubble is not seen properly.

Issue descriptionChrome Version:55.0.2883.28 eec10a413008022b45380e6d0b44a1ac0b2ea414-refs/branch-heads/2883@{#305} OS: Mac Retina(10.11.5) Pre-condition: Enabled Toolkit-Views WebUI-style Browser Dialogs flag from chrome://flags What steps will reproduce the problem? (1) Launch chrome, open NTP and click on 'Search by voice' icon(Allow/Block permission bubble appear). (2) Press Tab key and observe focus highlight on Allow/Block button. Actual: Focus ring on Allow/Block button is not seen properly. Expected: Focus ring on Allow/Block button should seen properly. This is regression issue, broken in 'M-55', will soon update the other info: Good Build: 55.0.2873.0 Bad Build: 55.0.2875.0 Note: Issue is not seen on Mac(10.10.5), Windows and Linux OS.
