Permission prompts (e.g. notification permission) get in the way of tab switching |

Issue description1. Go to a website like producthunt.com who prompts without context and user gesture. 2. do something else for a while (e.g. click back on Inbox tab) 3. Use ctrl+tab to reach a different tab (e.g. a doc) 4. when you hit the tab with the prompt, the ctrl+tab shortcut stops working. I had left the page for some time and forgot about the prompt. It then took me a while to figure it out (the white prompt on producthunt kind of blends in). Can we fix this?

I think this is a focus issue: when you switch back to a tab with a permission prompt visible, the prompt has keyboard focus, so the browser doesn't receive the keyboard shortcut. I'm not actually sure if we want to unfocus the prompt at this point (we really would like you to make a decision and not ignore it). It feels like we should continue our efforts to try and prevent door-slam prompting without gestures or on load.

#3 I would agree, it's only an issue because of the door-slam prompting (didn't ask for it, don't understand why it shows up...). Feel free to close :)
