[TTS] Update Resolve timing metrics

We'd like to clone the metrics that time the resolve request so we can split coca/non-coca resolves.

I'm not sure we need to add a new histogram. We can look at the existing histogram for each finch group to compare the resolve request time when coca is enabled vs when its not. When it's enabled in finch, we always send the request to coca, right?

Good point!  Another option is implementing this server-side using streamz.
