Make SkGraphics::SetImageGeneratorFromEncodedFactory() thread safe

Currently the 'image generator from encoded factory' is a static global.

It would be great to be able to set this on a per-decoding context, and add a way to pass user data to the factory, such as using a factory class rather than function pointer.
