More inline docs in fieldtrial_testing_config |

Issue descriptionWe get a *lot* of questions regarding fieldtrial_testing_config.json. It would be nice if we can reduce that burden on us. I think it's worth having a high level summary of how the config works at the top of the file, with a link to the fuller docs. Not sure how we parse the JSON file and if we support any comments there, so not sure if it's as easy as just adding some // comments...
