Steps to reproduce the problem:
This is a tracking issue for issues that are blocking a switch to Clang for Windows builds, as well as the actual switch itself.

 http://crbug.com/82385  has been used to track known issues with Clang on Windows. Many of these issues have been addressed, and the remaining ones are not all necessarily blocking the switch. The present issue gives us a single place to track the ones that are blocking.

Similar to  http://crbug.com/360311 , we will probably want to provide a few dev and/or beta builds with Clang to gather data before switching over completely.
