Support logcat links in test-results

Issue description

We'd like to include a logcat_link field in the test-results JSON that then gets displayed on the flakiness dashboard.

Tiff, if you're interested in another flakiness dashboard UI change this is to support showing context links when clicking on the boxes in the test results page.

Great! The layout-test-results.zip link in the screenshot above could be a clue for starting. According to the format description there's a bugs field per test which is a list of links: https://www.chromium.org/developers/the-json-test-results-format

I'm not sure if it will display links like John wants, but it might. If not then we need to add it. If we do, "context_link" could be a good, general purpose name.
#4: I was under the impression that the bugs field was intended for crbug links?
Yes "bugs" is for crbug.com/XXXXXX links and it's being used already, but AFAIK it does not show up on the flakiness dashboard yet. Please do add a new field instead of overloading "bugs" field.

This will help users triage flakes that are older than expiration date of the builds on Buildbot.

I think I misunderstood the purpose of this bug. Reverting my changes. Filed issue 670647 instead.
