Cannot copy/drag text from grayed out boxes

Issue description

Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS/FAIL (Version)
    Firefox: PASS/FAIL (Version)
         IE: PASS/FAIL (Version)

What steps will reproduce the problem?

What is the expected result?

Any text in chrome is usually able to be highlighted, but with the newest version update, text in grayed out boxes cannot be highlighted/copied/dragged

What happens instead?
Cursor will not activate when scrolling over grayed out text boxes

Please provide any additional information below. Attach a screenshot if
possible.

I can't because the sample URL can only be accessed on my work server.

Found an example:

What steps will reproduce the problem?
(1) Go to chrome://help/
(2) Click Report and Issue
(3) On the `Tell us what's happening` window, attempt to select/copy `URL (Optional)`, or `Email (Optional)`
(4) this text is not selectable, but previously was

Unable to reproduce the issue on Mac OSX 10.11.6 - 54.0.2840.98

Can you please upgrade to the latest stable build available and check if you are still seeing the issue ? Please also create a new user profile from chrome://settings and check.

[mac triage] I think this is a bug with the site you are visiting. They just need to gray-out the text differently.
The site I am visiting has not changed the way text is grayed--the only
change has been the Google update. Thank you!
