features: what does it do? why do we need it?
It allows a more fluid experience in using the chrome browser.  It shouldn't redirect me to the main settings.
bugs: repro steps (I did X and expected Y but Z happened!)
I clicked on the gps icon in the url bar and clicked "Manage Location Settings"  I am on the experimental settings, so I understand that there will be issues for a while, but the settings page has a banner at the bottom asking people to file bugs, so here I am.  In case you are unable to find the button, the flag is contentExceptions#location.
