Chrome crazily relaunches every tab after unlock

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2898.0 Safari/537.36

Steps to reproduce the problem:
1. Launch Chrome, open tabs (about 20-40 I think) and some new Chome windows, visit websites
2. Lock the screen
3. Go away and do something
4. Get back to the computer, enter password to unlock screen

What is the expected behavior?

What went wrong?
Instead of just showing the last opened windows and tabs, sometimes something strange may happen. Per my observation, Chrome is closing and relaunching every tab opened, making the screen flickers, and the system extremely busy and unusable. The time needed for this process is proportional to the number of tabs opened, and it can take several minutes on my i7-6700K. After that the system is usable again.

It's a bit difficult to describe, so here is a video when it happened. For privacy reason I need to blurred the screen, but you have the idea. From the thumbnails on the task bar it looks like Chrome keeps on closing and reopening something.

Chrome version: 56.0.2898.0  Channel: dev
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

- It doesn't always happen to me.
- My screen is a Dell P2415Q which has 3840 x 2160 resolution. I don't know if this is a monitor issue, driver issue or OS issue, but sometimes the screen resolution is wrong (back to 1920 x 1080) when the screen is awake from sleep. Not sure if it is a possible cause of this crazy relaunch, just FYI.

Unable to reproduce the issue on Windows-7,Mac-10.11.6 and Linux Ubuntu-14.04 using chrome stable version 54.0.2840.71 and Latest canary 56.0.2901.0
with below steps
1.Opened chrome
2.Opened 15 tabs and some new windows and visited some websites
3.Locked the screen
4.Get back to the computer and entered password to unlock the screen .
Observed that the website opened in the window which I have visited before locking the screen.

Restarting the system doesn't help. As said, I also cannot always reproduce this issue.

Tested the issue in chrome #55.0.2883.87 canary #57.0.2990.0 on win 10.0 and not able to reproduce the issue.

e.tamcy @ :Could you please upgrade to latest version and create new profile without extensions, recheck once and let us know the observations. Which would help us to triage the issue further.
