Standardize or remove RTCConfiguration iceTransports member

iceTransportPolicy is added in https://codereview.chromium.org/2447033002/ with use counters for the old. The use counters will be in M56, to reach stable towards the end of January.

The first one is the interesting one, and it's low. Deprecating and asking developers to migrate to iceTransportPolicy should be feasible.
