Regression: In chrome://md-settings/manageProfile, unwanted blink of page content is seen on reloading the page.

Version: 56.0.2900.0 (Official Build) canary 1e4fbec3b5701d9f605e88f14dafa442be98b648-refs/heads/master@{#427219} (32/64-bit)
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome and go to chrome://md-settings/manageProfile. 
2) Reload the page and observe the bottom of the page.

On reloading the page, unwanted blink of page content is seen at the bottom.

On reloading the page, unwanted blink of page content should not be seen at the bottom.

This is a Regression issue broken in M-54, will soon update other info
Manual bisect:

Using the per-revision bisect providing the bisect results,
Good build: 54.0.2839.0 (Revision: 414243).
Bad build: 54.0.2840.0 (Revision: 414607).

You are probably looking for a change made after 414288 (known good), but no later than 414289 (first known bad).

The section expands when you load the page. I don't consider this a bug.
