Regression: User manager is seen in back end on clicking manage people

Issue description

Version: 56.0.2900.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome >> Click on profile icon present on top right corner and select Manage People >> Observe for User manager window

Expected: User manager window should be seen in front end.
Actual:Instead it is seen back of current window.

This is a regression issue broken in M56. Will provide other info soon.

Able to reproduce the issue on Ubuntu 14.04 using chrome latest Dev #56.0.2900.0. This issue is not seen on Mac OS as well.

Remove RestoreFocusedView in OnWindowActivated for DesktopNativeWidgetAura

RestoreFocusedView upon desktop native widget activation should be done in DesktopNativeWidgetAura::HandleActivationChanged, instead of OnWindowActivated, as in OnWindowActivated, GetWidget()->IsActive() is asynced for Linux. So we should remove the related code.

Verified the issue on Ubuntu 14.04 using 56.0.2906.0 and its working fine nw.
