Steps to reproduce the problem:
1. visit the "Social & Communication" category page on the webstore
2. scroll down the list, until you see my extension (it will take ages as my extension only shows up just before the webstore lists the extensions without a proper promo tile
3. if you are me, curse and weep that your extension is being treated so badly, and wonder why google is doing this

What is the expected behavior?
my extension is very highly rated with a 4.99 average star rating, and has over 48,000 users, so it should be listed much higher in the category listing, as currently it is listed below extensions without any reviews, extensions with a 2 star review, extensions with very few users, it seems there is some prejudice against my extension at google, and it has been manually adjusted to be hidden out of view of chrome users who visit the webstore, as nobody is going to bother to scroll the page all that far down.

What went wrong?
my extension is being artificially held back (hidden out of view on the "social and communuication" category listing for some unknown reason, and i would like to know what that reason is, and i would also like my extension to show higher on the page, where it deserves to be after all the hard work i have put into it.

Did this work before? Yes well, for a day or 2 my extension was showing near the top of the category listing, but then it went back down to the bottom again.
