Policy "BrowserAddPersonEnabled" doesn't fully prevent User creation

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36 Steps to reproduce the problem: 1. Set HKLM\Software\Policies\Google\Chrome\BrowserAddPersonEnabled to 0 2. Check if Chrome activated the policy via chrome://policy 3. Open the Profile Manager and check if the buttons are missing for the creation of a new user 4. Now go into the Browser Settings (chrome://settings) and click under the category 'People' the button 'Add Person'. What is the expected behavior? Well in my opinion it should also be blocked to add a person over the settings. If this is by design, I must say that the policy is useless as the typical "user" will never work with the profile manager. What went wrong? The policy successfully remove the button within the profile manager. But it's still possible to add a person within (chrome://settings). Did this work before? No Chrome version: 54.0.2840.71 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 23.0 r0
