Option+Command+H does not work when an Incognito window is focused

Issue description

Chrome Version       : 54.0.2480.71
URLs (if applicable) :
OS version               : 10.12.1

What steps will reproduce the problem?
(1) Open a normal Chrome window
(2) Type Option+Command+H (Hide Others)
(3) Note that other apps are hidden
(4) Re-show some other app
(5) Open an Incognito window
(6) Type Option+Command+H
(7) Note that the other apps are not hidden

What is the expected result?

The other apps should hide.

Just tested this on 10.12.1 and 10.11, and it worked.

The "other app" in my test case was terminal. Of note is that some apps (e.g, some system preferences) never responded (though this was not related to incognito or no).

Adding Needs-Feedback for more info on repro instructions.

I can reproduce the problem with a variety of other apps, including Terminal, Textual (an IRC client), TextEdit, and more. For me, all the other apps always hide when I use Option+Command+H from a normal window; and never hide when from an Incognito window. I don't think I have any strange configuration on my machine, but I will try again later today with a fresh user account with all default settings and update this bug.

OK, with a fresh macOS user account I can't reproduce the problem. Weird! I must have something broken in my main account.
