[Regression] DevTools: The shortkey "Ctrl+Shift+E" for "evalute in console" doesn't work since chrome 54

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. open the web develop tool
2. choose the sources tab
3. select some code and press Ctrl+Shift+E

What is the expected behavior?
the selected code should be evaluted in console

What went wrong?
the selected code didn't be evaluted in console

Did this work before? Yes 53

Chrome version: 54.0.2840.71  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

Able to reproduce the issue on Windows 10 using chrome reported version #54.0.2840.71 and latest canary #56.0.2899.0.

The CL in #1 only affects Android users. I'm afraid I have
no idea what could be causing this bug. Also, this seems
to be Win-specific.

I can repro on ToT. Pavel, this sounds like your regression.

Re-bisected the issue on Ubuntu 14.04 and got the below CL:
