Offline Pages should pass information about the navigation through NavigationHandle

Currently, offline pages passes information from a net/ level decision to a tab helper directly. It would be somewhat more manageable if that information was passed through URLRequest/NavigationHandle (i.e. via ChromeNavigationData) to make sure that a call to DidFinishNavigation maps to the same OfflineInfo that the NavigationHandle relates to.

Discussed offline, agreed to postpone this until we understand better the usage of the data, lifetime etc.

Looks like we won't move forward with this, at least from a consumer perspective. Should we mark it WontFix?
