Click in foreground window causes hovering in background window |

Issue descriptionVersion: 56.0.2897.0 (64-bit) OS: Ubuntu 14.04, Cinnamon 2.6.13 or Unity 7.2.6 What steps will reproduce the problem? (1) Open 2 pages in 2 windows: * about:blank (or any other page) * Some page which shows :hover CSS styling (e.g. a chromium CL) (2) Place blank page on top. (3) Move the mouse off of the blank window, then back over. Click in the blank page above where the background page has some element with :hover. What is the expected output? Clicking in the blank page should have no effect on the window behind it. What do you see instead? Clicking in the blank page causes the element under the cursor _in the background window_ to switch to :hover styling. This only works on the first click in the foreground window after the mouse moves over it. See attached.
