Sync.ModelTypeCount histos report 0 values on first time sync |

Issue descriptionWhen you sign in to a client for the first time, the Sync.ModelTypeCount histos will all record values of 0. This is polluting our histogram data (although it shouldn't have a large impact). We should either not record the histo if we just created the DB, or should record it after we finish configuration.
