XLS files open as text instead of downloading

Example URL:

Steps to reproduce the problem:
1. Download an .xls file
2. it will open as text

What is the expected behavior?
to be prompted to save the xls file

What went wrong?
it opens the xls file as text

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? Yes 

Does this work in other browsers? Yes
