Network not recording when web security is disabled

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. run chrome with disabled web security (open /Applications/Google\ Chrome.app --args --disable-web-security --user-data-dir)
2. open dev tools
3. load a webpage

What is the expected behavior?
devtools should log and render console outputs and network requests

What went wrong?
everything seems to be blank 

Did this work before? Yes 

Chrome version: 54.0.2840.71  Channel: stable
OS Version: OS X 10.12.0
Flash Version: Shockwave Flash 23.0 r0

Same Problem here. The strange thing is if I you start Chrome from an intelliJ IDE (in my case Webstorm) than everything works fine. Only if you start Chrome inside the Mac Terminal you will not see any Network traffic or Console output.

Unable to reproduce the issue on Mac OS 10.12 using Chrome stable M54 # 54.0.2840.71 .

@deniz.cakici -- could you please try system restart and try again . If you still face the issue , please write us back with your observations.

Hey guys,

in the following gif you can see the Issue very god. If I Start the Chrome with parameters inside the IntelliJ Terminal everything works. By the way I'm not the only Person in my company who is confronted with this issue. So I think its a general Problem.

I hope you can fix this.

Here's my screencast too and many friends of fime are experiencing the same issue too.  Hope you can solve it soon, it's really frustrating to develop and not cannot debug an application!

Also, I confirm what deniz said in comment #1: starting chrome from within WebStorm makes things work as expected.

This is a known bug, it was caused by a recent regression caused when cache is disabled in devtools and some reloads and some back buttons are pressed.
This isn't related to 663728 if it's happening in M54. Can you confirm that you're in an M54 browser when this happens?
