Issue descriptionChrome Version:56.0.2899.0 bb7071018e1fd8bf223b8ffff660883b7d17278d-refs/heads/master@{#426989} OS: Windows (7,8,10) Precondition: Change the browser language to 'Hebrew'. What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://settings/siteSettings/cookies 2. Observe the 'Help' icon. Actual: Wrong help icon is seen. Expected: Question mark sign for Hebrew language should be similar to English language. This is non regression issue, this is new feature introduce in 'M 56'(56.0.2899.0) Note: Issue is not seen Mac and Linux OS.

@#9 Maybe check in chrome://settings/content which is the page that links to that Cookies sub-page. I think the (?) moved there.

Tested on Chrome Stable Version #59.0.3071.115 in Windows 10, unable to reproduce the mentioned issue. Screenshot is attached for the reference. Navigated to ‘chrome://settings/content’, and verified ‘?’, which is not mirrored and is displayed similar to in English when Chrome is set to Hebrew. Note: Verified on Beta, Dev and Canary, behavior is same as in Stable. Please let us know if any information is required. Thanks.
